web: Ensure consistent state for ExpandableSections (#3063)

## Problem

The list of partitions for a given disk in the storage section can be
expanded or collapsed. The UI remembers the state when navigating across
forms (eg. when adding/editing a partition).

But sometimes the state of the list of partitions itself was
inconsistent with the sentence used to toggle the state. The list was
open but the toggle was in state closed or the other way around.

## Solution

Enforce `isExpanded` contains a boolean. Sometimes the value was
'undefined' and that seems to be interpreted differently by the
PatternFly elements `ExpandableSection` and `ExpandableSectionToggle`.

## Testing

Tested manually. No more inconsistencies.
