Remove empty normalize functions (#293)

* Remove empty normalize() functions that only call super().normalize()

Removed 18 empty normalize() functions across 8 files that only contained
a call to super().normalize() without any additional logic. These functions
add no value and removing them reduces boilerplate code.

Files modified:
- atoms_state.py: 1 function
- basis_set.py: 1 function (TODO comment retained)
- model_method.py: 2 functions
- numerical_settings.py: 3 functions
- outputs.py: 1 function
- properties/fermi_surface.py: 1 function
- properties/spectral_profile.py: 1 function
- variables.py: 8 functions

All tests pass (818 passed, 9 skipped).

* Apply formatting changes to basis_set.py

Remove trailing whitespace from docstrings.

* ruff format

* revert removed norm for basis set
