chore: prevent information on private projects from leaking into full context field overview (#11237)

Adds private project filtering to the context API. Tests are in
https://github.com/bricks-software/unleash-enterprise/pull/754.

This makes it so that the root context API with `include=project`
filters out any context fields that the user doesn't have access to.
There's already other tests to ensure that only root-level fields are
returned without `include=project`. Finally, the project-level API is
only available to users with access and returns a 404 otherwise (handled
globally by middleware).
