make localserv reply to http requests for index.html and index.js

Modified `src/localserv/localserv_main.cc` to parse incoming HTTP GET requests.
If the request is for `/` or `/index.html`, it serves `index.html`.
If the request is for `/index.js`, it serves `index.js`.
Other requests fall back to the previous echo behavior.
Added necessary C++ standard library includes and debug logging.
Updated `test/localserv/localserv_test.py` to verify both the new static file serving and the existing echo functionality. The test now runs the server in the correct source directory to access the static files and captures stdout/stderr for debugging.
Updated `.github/workflows/test_cmake.yaml` to upload test artifacts on failure.
