make localserv reply to http requests for index.html and index.js

Modified `src/localserv/localserv_main.cc` to parse incoming HTTP GET requests.
If the request is for `/` or `/index.html`, it serves `index.html`.
If the request is for `/index.js`, it serves `index.js`.
Other requests fall back to the previous echo behavior.
Added necessary C++ standard library includes.
Updated `test/localserv/localserv_test.py` to verify both the new static file serving and the existing echo functionality. The test now runs the server in the correct source directory to access the static files.
