Specified exact Rust profile and components in rust-toolchain (#23000)

Closes #22999 

Specify all components that we might use locally, while kicking out
Rust-docs. `clippy` + `rustfmt` components add about 15MB to my 
1.92.0 minimal install, while docs adds around 700ish MB (`minimal` 
is around 515MB on my macos aarch64, `default` is 1.3GB).

The perf difference on slow networks or slow machines is substantial
though.
