Persist pip log in the sandbox on plugin resolve (#22965)

Adds `--preserve-pip-download-log pex-pip-download.log` to the pex call
that creates the pants_plugins.pex in order to save the pip logs to help
with troubleshooting

Resolves issue https://github.com/pantsbuild/pants/issues/22964
