Phase 2: Create standardized theme template

Implements Phase 2 of theme system standardization (#3615) by creating
a comprehensive template file for building consistent themes.

Changes:
- Created app/assets/stylesheets/variables/_template.scss (320+ lines)
- Includes all 121 required variables from defaults
- Implements three-tier structure: Palette → Semantic → UI
- Added 60+ lines of usage documentation
- Provides mushroom-inspired example palette
- Organized in 16 clear subsections

1. Section 1: Theme Color Palette (customizable mushroom colors)
2. Section 2: Semantic Color Assignments (meaning-based mapping)
3. Section 3: UI Element Colors (all 121 variables using semantics)
