Accept empty string as config_path for slurm analyses (#524)

## Description

Raw data analyses will add an analysis with `config_path` as an empty string and `slurm` as workflow manager. Changes made to the validation [here](https://github.com/Clinical-Genomics/trailblazer/pull/523) made it so that combination was no longer allowed. This PR relaxes the rules to allow it again.
