fix(accounts): disable `django-allauth` rate limiting DEV-1459 (#6558)

### 📣 Summary
Fixes an issue where activation emails were not sent when multiple
accounts were created using the same email address within a short time
frame.


### 📖 Description
This issue was caused by `django-allauth`’s default rate limiting for
confirmation emails (`1/3m/key`), which allows only one activation email
per email address every three minutes.

This PR disables `django-allauth` rate limiting by setting
`ACCOUNT_RATE_LIMITS = False`

This change disables rate limiting for all allauth actions (e.g. login,
password reset), which previously used allauth’s default limits.
