pyo3: upgrade to v0.27.2 (#22944)

Upgrade to PyO3 v0.27.2. This version [has a fix for a
crash](https://github.com/PyO3/pyo3/blob/main/CHANGELOG.md#fixed) in
certain situations with Rust v1.92. We are not on Rust v1.92 yet but
let's upgrade this first.
