Fix WithTargetGroupIPAddressType method to accept any value, not just ipv6

The method was previously only setting the targetGroupIPAddressType field when
the value was "ipv6", otherwise it would do nothing. This prevented the field
from being initialized to "ipv4" (the default) in tests and production code.

Changes:
- Modified WithTargetGroupIPAddressType() to always set the value
- Updated worker_test.go to call WithTargetGroupIPAddressType with the default ipv4 value
- Updated all 11 test fixture parameter files to use "ipv4" instead of empty string
- This ensures proper initialization of target group IP address type in CloudFormation
