Add NuGet lock file support and dynamic package parsing

- Enable RestorePackagesWithLockFile in Directory.Build.props for reproducible restores
- Generate packages.lock.json files for all projects (src, tests, samples, benchmarks, tools)
- Update install-packages.sh to dynamically parse lock files instead of hardcoded list
- Uses Python to extract package names/versions from JSON, skipping project references

This eliminates manual maintenance of the package list for web environments -
it now stays in sync with lock files automatically.
