* Pin nio4r for macOS build fix and document Java 8 Fedora setup

- add a nio4r 2.7.x constraint to Gemfile to avoid clang build errors on macOS
- update README with Temurin 8 instructions for Apple Silicon (M3/M4) when running fcrepo_wrapper

* Clarify Apple Silicon instructions cover M1–M4

* Bump rack to 2.2.21 for security fixes

* Remove obsolete rack CVEs from bundler-audit ignore list

* Add vscode settings file to .gitignore

* Add Apple Silicon Fedora instructions for test setup

* Reset rake to previous version

* Add rack vunlerabilities to .bundler-audit.yml
