fix: ensure mqtt max_payload is enforced and tests are included (#7555)

Description:
- add `TestMQTTMaxPayloadEnforced` into `server/mqtt_test.go`, reuse
existing helpers.
- ensure oversized MQTT publish now fails the connection check instead
of silently being accepted.
- keep `max_payload` violation handling consistent with other protocols
and replicate the bug described in
https://github.com/nats-io/nats-server/issues/7439

Tests:
- `go test ./server -run TestMQTTMaxPayloadEnforced -count=1 -v`
