Fixed two sources of export_integration_test flakiness (#22879)

This fixes a flakiness problem discovered in 3.14, and also another one that prevented this test from ever passing on my machine (MacOS 15.7.2). Even still, I might need a retry to ensure this works consistently.

- Removed `tmpdir` from build_config resolves
- Removed the regex from PS1 discovery in the activation script, using "starts_with" and "in line" instead
- Replaced `os` with `pathlib` to help reduce vertical line count
