v0.99 housekeeping (#2271)

### What kind of change does this PR introduce?

* Sets up the new development branch for what will become `xclim`
version 1.0
* Bumps the version to `v0.99-dev.0`

### Does this PR introduce a breaking change?

This Pull Request sets up the branch that will include many breaking
changes. There is no release date as yet, but we anticipate that this
will be ready for release in early 2026.

### Other information:

The `dev-v099` branch should not be merged to `main`, but instead should
integrate changes from `main` until it is ready to be released.
`bump-my-version` is configured to trigger on this branch so that we can
track changes with Pull Requests. Version strings in `dev-v099`
supersede version changes from `main`, but the `CHANGELOG.rst` must be
respected.
