* feat: add web UI options to disable manual execution and command editing

add two new configuration flags to control manual job execution behavior:
- --web.disable-manual: completely disables manual job execution via web UI
- --web.disable-command-edit: prevents command editing in manual run dialog

both options include frontend controls (hidden buttons, readonly fields) backed by
backend validation to prevent bypass attempts. flags propagate correctly across all
HTMX partial renders (auto-refresh, search, sort, filter, view mode changes) to
maintain consistent UI state.

* refactor: extract TemplateData construction into helper function

introduce newTemplateData helper to eliminate duplication across handlers,
reducing maintenance burden when adding new common template fields
