feat: IOTA Identity Workshop (#8637)

# Description of change

This pull request introduces a Google-style codelab workshop for
building a University Degree Verification system using IOTA Identity, React and
Rust. The codelab guides users through creating and managing
Decentralized Identifiers (DIDs), issuing Verifiable Credentials (VCs),
packaging them into Verifiable Presentations (VPs), and verifying them
on the IOTA network.
