Commit Message

Use an older 16 version for dump/restore TAP tests (#4212)

Due to recent merge of 16.10 community changes, we can no longer use the
latest v16 dump utility for dumping older versions. To fix it, this
commit changes the engine branch used by the dump utility to 16.9.
