Address a precision specification with test_chill_portions, pin HDF5 dependencies (#2253)

### What kind of change does this PR introduce?

* Address a rare but technically possible precision issue that can arise
when using different versions of `numpy` in `test_chill_portions`.
* `h5netcdf` and `h5py` have been pinned to evade issues when running
with some latest releases (`h5netcdf >=1.5.0,!=1.7.0` and `h5py
>=3.12.1`).

### Does this PR introduce a breaking change?

Yes. `h5py` and `h5netcdf` now have version expectations.
