refactor(reactQuery): adopt Orval's useOrganizationsRetrieve DEV-873 (#6299)

### 💭 Notes

Use auto-generated react-query hook and types by Orval, as well remove
the hand-written one.

Furthermore, add `useOrganizationAssumed` hook to strickly type that
organization is already cached as per already started `RequireOrg` flow,
and fix few places where that wasn't true. I think the approach makes
sense but the implementation just imitate the `useSuspense*` hooks in a
hacky way, and so we should refactor to `useSuspense` hooks instead in
the future.
