feat(docs): Enhance health check documentation for consensus module (#8479)

# Description of change

This PR introduces more scripts to check for node health. Previous
version only checks last executed checkpoint, which is often not enough
to tell whether the consensus module is in sync and well connected,
which is exactly what the new checks do.
