* Fix test assertions and clean up comments in agent command tests

- Removed redundant `apply_state` parameter in `UserAgent.cmd` test.
- Cleaned up comments in `agent_cmd_test.exs` to remove trailing spaces for consistency.
- Ensured clarity in test assertions regarding instruction execution results.

These changes enhance the readability and maintainability of the test suite.
