feat(assetVersions): remove reversion version foreign key DEV-838 (#6157)

### 💭 Notes
Developer-facing change only. Removes the foreign key link from
AssetVersions to Versions, but keeps the old id around in an integer
field so we can convert version_ids to asset_version_ids in older
submissions and so we can know if we need to use the old autoname_fields
method when exporting to xls, since old asset versions may not have
names.
Deleted the old management commands instead of deprecating them on the
general principle that it's best not to leave old code lying around.
Anyone who is creating a new server shouldn't ever have need to run the
old migrations and anyone running an existing server should have already
run them. The existing migration had a noop as its reverse anyway, it
won't affect running migrations forward/backwards.


### 👀 Preview steps
To test that the migration preserves existing version_ids

1. In postgres, have at least one entry in the assetversion table where
_reversion_version_id is not null
2. Run the migrations
3. In postgres, verify the _reversion_version_id has not changed but the
foreign key relationship has been removed
