feat: add --local flag to force local execution without SSH

implement new --local CLI flag that forces all commands to run locally
without establishing SSH connections. when enabled, target hosts are
replaced with a single localhost entry, making it ideal for testing
playbooks on the control machine or in CI/CD environments.

- add --local flag to CLI options
- display warning when local mode is active
- modify runner to skip SSH connections when Local is true
- update pickCmdExecutor to check process-level Local flag
- fix reporting to show localhost for all commands in local mode
- add comprehensive tests for local mode functionality
- update README documentation
