ci(dependabot): fix duplicated wrong file (#6125)

### 💭 Notes

For some reason we had two dependabot config files: `./dependabot.yml`
(wrong one 👎) and `./.github/dependabot.yml`. I mistakingly did some
changes recently to the wrong one. Now I'm fixing that mistake.

Also changed github action dependabot schedule to weekly. And changed
place where "Front end" label is being applied.
