feat(authorizated_application): migrate `authorizated_application` endpoints to API `v2` DEV-810 (#6006)

### 📣 Summary
Migrate the `authorizated_application` endpoints from the now deprecated
`/authorizated_application/` to the `/api/v2/authorized_application/`.


### 📖 Description
This PR introduces the `v2` implementation of the
`authorized_application endpoints` as part of the broader effort to
deprecate and remove legacy API `v1` routes.
