ci(dependabot): automerge using squash (#5947)

### 💭 Notes

Goes around "GraphQL: Merge commits are not allowed on this repository.
(mergePullRequest)" error by using squash merge. Also now Zulip message
will be sent when `npm-test` succeeds, but auto-merge fails. Also don't
run any steps of this workflow if PR wasn't issued by dependabot.
