fix(submissions): prevent 400 error when editing submissions that were already edited before DEV-645  (#5883)

### 📣 Summary
Fixes a 400 error triggered when attempting to edit a submission that
has already been edited previously.

### 📖 Description
This PR resolves an issue where editing a submission that had already
undergone a previous edit would result in a 400 error.

This regression was introduced while implementing the fix for #5852 (and
also #5861) that migrated the logic to use the new `root_uuid` field.
Submissions that had not yet been backfilled with `root_uuid` were
incorrectly rejected, breaking the edit flow for already-edited or
legacy submissions.
