add tests for empty groups in inventory

Added comprehensive tests to ensure empty groups in inventory continue to be handled gracefully:
- Empty groups only - errors when no hosts found
- Mixed empty and populated groups - only populated groups contribute hosts
- All hosts with empty groups present - empty groups are ignored
- Direct empty group targeting - returns empty list without error
- Target with only empty groups - errors when no hosts found

This ensures the current behavior is preserved and won't accidentally change.
