fix(ioc): replace logging package with abstractions

Update the `Canister.IoC.csproj` project file to use a more lightweight logging abstraction. This change reduces dependencies by switching from the full `Microsoft.Extensions.Logging` package to `Microsoft.Extensions.Logging.Abstractions`.

- Replaced `Microsoft.Extensions.Logging` with `Microsoft.Extensions.Logging.Abstractions` in `Canister.IoC.csproj`
- Both packages are set to version `9.0.6`
