feat(billing): create useTrackingPeriod hook DEV-494 (#5817)

### 📣 Summary
This PR:
- Adds the `useTrackingPeriod` hook
- Replaces current uses of the `trackingPeriod`, previously from the
`useUsage` hook the the new hook
