IGVF-2322 Upgrade to Tailwind CSS v4 (#813)

* Initial conversion from v3 to v4, mostly through the Tailwind CSS migration script, and with some fixes when the build subsequently didn’t work. It now builds and runs with some flaws I expect are easy to fix.
* Remove the `plugins` section of tailwind.config.ts. The `only-child` one isn’t used. `container-queries` is built into Tailwind CSS v4, `break-anywhere` is built into v4 as `wrap-anywhere`, and `facet-term-count-mask` can be done with arbitrary-property syntax.
* Fix underlines on links, attached buttons, and incorrect cursor on clickable things.
* Reorder Tailwind CSS classes in modal.
* Update Jest tests.
