IGVF-2802 Correct link to GitHub project board (#816)

* Introduce a new page that redirects to the GitHub project board. The navigation link links to this new page. This avoids GitHub overriding the URL based on your browser’s session state.
* Rename redirect page to GitHub-project-board.
* Post Copilot code review: I didn’t actually follow Copilot’s directions, but it did give me the thought of eliminating a deliberate delay before redirecting, as it doesn’t actually help the Firefox issue.
* Correct a NextJS case error.
* Copilot suggested doing the redirect from `getServerSideProps()` instead of from the page component. This not only works, but it prevents the Firefox error message from appearing at all, even in development mode.
* Correct a comment spelling error.
