fix(live): use localectl instead of setxkbmap (#2470)

## Problem

- `setxkbmap` is not available since the switch to Wayland.
- It caused the language/keymap change to fail.

## Solution

- Use `localectl` instead of `setxkbmap`.
- Drop the old code.

## Testing

- Tested manually
