Missing textdomain (#2415)

## Problem

- The POT update GitHub Action is failing for long time with errors:
  ```

## Solution

- Add the `TEXTDOMAIN` file with the default textdomain
- Run `rake pot` and validate the generated POT file during regular CI
run to find the issues early
- Switch the textdomain in the `certificate_details.rb` file to "agama",
the weblate integration supports only single `agama.pot` file
