gunit: Split test 008 into two test suites

Split test 008-cgroup_process_v2_mount.cpp into two separate test
suites:
* 019-cgroup_process_v2_mount1.cpp - Successfully adds a new mount via
  cgroup_process_v2_mnt() and verifies that subsequent calls do not add
  duplicates
* 020-cgroup_process_v2_mount2.cpp - Clears the contents of the
  cgroup.controllers file and verifies that a subsequent call to
  cgroup_process_v2_mnt() results in an empty mount table
