feat(massEmails): add test query (#5779)

### 📣 Summary
Add the ability to email a Constance-defined selection of users for
easier testing of mass emails.


### 👀 Preview steps
1. ℹ️ have at least two accounts, one of which is a superuser
2. Go to Django admin > Constance > config
3. Add some user emails, separated by a newline, to
MASS_EMAIL_TEST_EMAILS
4. Create a new MassEmailConfig with the `test_users` query
5. Add the new config to the daily send
6. 🟢 The next time the daily send job runs, all users in the test email
config should be emailed
