build(storybook): upgrade to v9 DEV-260 (#5750)

### 💭 Notes

Changes here:
- Ran recommended `npx storybook@next upgrade` that did most of the
changes (also see https://storybook.js.org/docs/9/migration-guide for
details)
- Script (`npx storybook doctor`) said that
`storybook-addon-remix-react-router@3.1.0` is incompatible with v9, but
after doing some tests it seems that it works (at least the parts we are
using). There is an open issue/request to the author to upgrade it:

- Script said same things about `storybook-dark-mode@4.0.2`. Testing
shows it still works :shrug:. We should observe

- Changed `sb` to `storybook` command in `package.json` scripts

### 👀 Preview steps

Testing:
1. ℹ️ install dependencies
2. run `npm run storybook`
3. click around http://localhost:6006/ and verify things work
4. go to http://localhost:6006/?path=/settings/about
5. 🟢 notice that it says we use v9 (ignore
http://localhost:6006/?path=/settings/whats-new because it seems they
haven't updated the page yet - probable because of beta stuff)
