ci(storybook): install playwright and run tests DEV-91 (#5723)

### 📣 Summary

Run Storybook tests on CI

### 💭 Notes

Changes here:
- Added `playwright` and `@storybook/test-runner` packages
- Configured CI (`.github/workflows/npm-test.yml`) to install Playwright
browsers and run storybook tests (checks if all stories render, and
checks all `play` functions)
- Fixed `build:storybook` script in `package.json` to use `sb build`
- Added caching to PLaywright browsers installation
