[FIXED] Inactive push consumer after failed delivery (#6807)

If for some reason a message was not delivered to a push consumer (for
example the client/route connection closed as it was about to be
delivered), it would be marked inactive, even if there's local interest
for the `DeliverSubject`. This would result in a stuck push consumer
that doesn't receive new messages.
