Fix 'degF d' conversion in growing degree days (#2122)

### What kind of change does this PR introduce?

* `to_agg_units` was not properly treating temperature differences,
changing the units by accident

### Does this PR introduce a breaking change?

No, just fix a unexpected units conversion

### Other information:

See my comment below. Maybe there's fix that should be addressed
directly in `units`. It seems like `freq_u = units2pint(freq_u_raw)`
instead of `freq_u = str2pint(freq_u_raw)` would also address our
problem, so maybe we need to check this instead.
