Consolidated different ways to enable logging in end2end tests

Details:

* Consolidated different ways to enable logging in end2end test functions.
  Logging is now consistently enabled with the TESTLOGFILE env var.

* In support of that, changed the 'setup_logging()' function to become a
  pytest fixture 'logger()' that resolves to the logger for the test
  function. The fixture also logs entry/exit into the test function.

* Changed logger.info() to logger.debug() in all nd2end test modules:
  - test_activation_profile.py
  - test_lpar.py
