Add support for specifying all CPCs in HMC inventory file

Details:

* Test: Support for specifying in the HMC inventory file that all managed CPCs
  are to be tested, by omitting the 'cpcs' property for the HMC entry.
  Previously, omitting that property meant to test no CPC.

* Test: Specifying the 'dpm_enabled' property for a CPC in an HMC entry of the
  HMC inventory file with a value that does not match the actual CPC is now
  causing pytest to error out. Previously, the CPC was skipped and a warning
  was issues. This is to better indicate that the expectation of the HMC
  inventory file was not met by the actual environment.
