De-flake TestJetStreamClusterInterestPolicyEphemeral (#6639)

Test would occasionally fail with:
```
jetstream_cluster_3_test.go:2836: require no error, but got: consumer is already bound to a subscription
```

This was due to a new consumer follower responding, whereas it should
not respond. The follower would contain `push_bound: true`, which
triggers the above error in the client. Only letting the (preferred)
consumer leader answer solves this.
