feat(activityLogs): handle modify-qa-data action in UI (#5529)

### 💭 Notes
Simply adds action to the list of definitions. The code does the rest
:bow:

Also improve how `AUDIT_ACTION_TYPES` order property is being done which
makes it easier to order the actions (rather than jumping around and
modifying all the numbers).

### 👀 Preview steps

Testing:
1. ℹ️ have account and a project with audio questions and submission(s)
2. go to Project -> Data -> Table and open NLP view for one of the audio
question responses
3. create a transcript
4. modify transcript text and SAVE
5. go to Project -> Settings -> Activity
6. 🟢 notice that there is an action that says "<username> edited
qualitative analysis data"
7. 🟢 notice that "Filter by" dropdown has an option "edit qualitative
analysis data"
