Create a run_export.sh script for all export handling. (#48)

* Run mlab_export from a shell script.

The run_export.sh script allows the export processes to run at the same
start time (10 minutes after the hour) and to check whether the
snmp.community string has been distributed yet. If not, then there is no
need to export the switch statistics, since there are none.

* Move initialization of lastexport.tstamp to run_export.sh

* Replace all tabs with spaces in .spec file.
