Disco package integration (#47)

* Add disco dependencies and new files to collectd-mlab.spec
* Add switch metric configuration for export.
* Run export for switch data in cron jobs.
* Add new initscript to setup disco.
* Add new counter types to collectd types.db
* Explicitly set "x-files factor" setting to zero.
* Rename mlab plugin to mlab_vs to avoid name conflict.
* Move mlab_vs.py module and initialize mlab/__init__.py
