Pass CLANGSA_CXXFLAGS to clangsa tests (#54337)

`CLANGSA_CXXFLAGS` are defined in `Make.inc`,

and it is included in the Makefile for clangsa tests.

But it does not get passed to clangsa tests properly. This PR fixes
